This file is particularly necessary for the Pervasive SQL because the w3dbsmgr.exe process is the Database Service Manager for the said program.

The Database Service Manager is one of the fundamental programs used by the Pervasive SQL. Since the w3dbsmgr.exe process works with the database and the servicing of this database to all connected computers, the file w3dbsmgr.exe (as the database service) is required by any function that may involve the sharing of the database. The w3dbsmgr.exe process acts as the program for the basic Pervasive SQL operations that is designed to carry out the basic functions of the database software especially for sharing files from database within networked computers.
