One needs the executable file setup.exe to obtain Windows Installer, which is essential in running setup on such platforms other than Windows 2000 or even the later versions as Windows NT 4.0, Windows 95 and Windows 98. Along with ones package, InstallShield, the one that distributes Windows Installers copy, creates setup.exe.

To control the creation and the platform distribution of the file setup.exe, the user must look at Setup Launcher panel found on the Release Wizard. To distribute ones installation into multiple languages, setup.exe is needed to allow the end users select what language version they prefer to use during the installation process.

During the installation process, the file setup.exe checks whether or not the Windows Installer is installed on the system. If not, or the system needs to update the latest version, the file setup.exe will install the Windows Installer and launch the installation package for the user.

After the installation process, the file setup.exe will show post-install scripts to furnish the setting up of installed packages. This time, the file setup.exe will show a display box saying the process is already completed.
