Web Hosting – Foreign or Domestic?
According to Jerman-Blazic (2008), the number of web hosting providers belonging to a particular country helps to assess the country’s e-readiness. Jerman-Blazic also notes that the development of the web hosting market is influenced by factors such as “effective penetration of the Internet, the number of TLD domains and web pages, the use of computer technology and high levels of development of the electronic communications’ market.” When you are considering hosting your company website on a foreign web hosting service, one theoretical consideration is whether you want your business to aid the development of a foreign economy.
Although the number of web hosting providers in smaller countries like Slovenia is much smaller than the number of providers in the U.S., where you choose to host your website gives you an interesting decision as a consumer in the world of e-commerce. The Internet affords business owners the ability to choose from online companies around the world. Competitive pricing, such as lower prices in foreign countries, can save your business money, especially in a recession.
As a small business owner, you have a choice to host your website on a web hosting service in the U.S. or abroad. You might even save money by using foreign web hosting. According to WebHostingGeeks.com, “While some overseas companies may simply be offering low rates as a sales ploy, other offer rates that adequately reflect the cost of living in that country. Overhead costs can be tremendously lower in countries such as India or Pakistan…”

If price is your bottom line and you want to buy a foreign service, you can shop online for the cheapest service. Before you buy, read customer reviews and other sources to determine if the foreign provider is reliable.
If you decide to go with a web hosting service in the U.S., you will find thousands of options. Where do you begin? Two ideas are to spend time hanging around in techie forums and read articles on sites like WebHostingGeeks.com. If you decide to try the recommendation of a techie forum, you can research the provider’s reputation online. If you still aren’t sure, you can contact a fellow business owner and see what kind of web host he or she uses. A third option is to choose a free web hosting service.
Web hosting (foreign, domestic, or free) gives you so many choices that you can even try a low cost service and switch to a more expensive service if you are not satisfied. Your ultimate goal is to choose a web hosting provider that provides reliable service so that your Internet presence is not affected. Customers should always be able to log onto your website. Find a reliable company and keep your website hosted where you find peace of mind.

This looks like a good measure at first but you'll find that often companies will prefer to purchase hosting from a top US provider instead of the local provider. Often this is because they think a US company may be more experienced and sometimes that is true. Other times they think that buying from a US company makes them look as a more professional company which I completely disagree with.
I think a better way to judge would be to see ho much of the retail sales are conducted online, regardless of the country of the seller. Countries with high percentage of online sales will be the perfect place for a new online retailer regardless of the competitiveness of the market.
