I accidentally deleted the wrong files and now my PC only has the background coming up once it's turned on. My search menu bar and my icons do not come up at all. The newdev.dll is missing and the normaliz.dll is missing also. I tried to download those missing files from someone else's PC onto a disc, but it needs formatted first? I cannot find my restoration CD.
Finding a solution to the problem might take a bit of troubleshooting. Follow the strategies that appear to make the most sense to you to start with until you find one that works.
Attempt to Retrieve the Start Menu
Click CTRL & ESC. If you are lucky, the start menu and task bar will appear.
Open the Task Manager
Click CTRL & ALT & DEL. This opens the Task Manager. Click file→ Navigate to New Task→ Run→ Type in explorer.exe→ Click ok. If this works, the start menu and task bar will appear on your screen.
Run the System File Checker
Unfortunately, this can only be accomplished with the restoration CD, so if you have found it, you can attempt this task. Go to a command prompt and type in: sfc /scannow.

Internet Explorer 7 and normaliz.dll file
Installing Internet Explorer 7 can also be responsible for a missing normaliz.dll file. If this is the issue here, uninstall and reinstall Internet Explorer 7 to fix the problem.
Attempt to Retrieve Missing Files with System Restore
In some cases, it is possible to restore your computer to a previous state in time when all of the missing files were present. As long as you haven't used your computer at all, you should be able to restore the operating system back to a good working order. Even if you have used your computer, the possibility exists that you will be able to retrieve the missing files. Follow these directions and see if it resolves your computer problems.
- Click Start.
- Click All Programs.
- Click Accessories.
- Click System Tools.
- Click System Restore.
- Select "Restore My Computer to an Earlier Time."
- Click Next. At this point, you will get a chance to select the date that you want to restore your computer to. Select a date that is prior to the day that you deleted the files and click next.
- If prompted to do so, verify your selection.
- Close all open programs.
- Click next. The computer will reboot at this time and restart.
- Once the page with the title, Restoration Complete, appears, all you need to do is click ok.
Use System Restore at a Command Prompt
You can use this set of instructions to use system restore from a command prompt:
- Restart the computer.
- Press F8 during the initial boot up.
- Type the following command "%systemroot%\system32\restore\rstrui.exe" and follow the instructions as prompted.
